''Homephone'' offer presented by Vodafone Portugal

By determination of 14 September 2006, ANACOM approved the draft decision on the offer of the electronic communications service known as ''Homephone'', put forward by Vodafone Portugal on 8 August 2006.

This draft decision enables the use of GSM and UMTS frequencies of Vodafone Portugal's terrestrial mobile network in the local access network for the provision by the company of the telephone service at a fixed location, with the typical features of the presented service, and subject to the compliance with a set of conditions. In parallel, Vodafone Portugal is entitled to use the numbering range "2" of the National Numbering Plan, in the scope of this service, provided that the conditions laid down in the present determination are fulfilled.

Pursuant to the approved determination, Vodafone Portugal is also subject to the following obligations: to maintain a record of all terminals and associated BTS (Base Transceiver Station); to present to ANACOM, within 15 working days, the description of the technical procedure for BTS selection, as well as the situations that, exceptionally, determine a connection to more than one BTS, duly typified; and, also, to provide clear and transparent information to end-users on the features of the service.

This determination has been subject to the prior hearing of Vodafone Portugal, which has been set a 10-day time limit to assess the issue. The determination has been likewise submitted to the general consultation procedure, under the Electronic Communications Law (Law no.5/2004, of 10 February). For this purpose, interested parties, namely users and consumers, have been granted a 10-working-day time deadline to provide their opinion on the matter.

The time-limit to receive comments thus expires on 28 September 2006. These comments should preferably be sent by email to homephone@anacom.pt. Following the conclusion of the consultation procedure, received answers shall be disclosed to the public at this website, interested parties being requested to indicate clearly the elements deemed confidential.
