Vodafone Portugal's ''Homephone'' offer


By determination of 23 October 2006, ANACOM approved the final decision on the offer of the electronic communications service known as “Homephone”, put forward by Vodafone Portugal (Vodafone).

This decision enables the use of GSM and UMTS frequencies of Vodafone Portugal’s terrestrial mobile network in the local access network for the provision by the company of the telephone service at a fixed location, with the typical features of the presented service, and subject to the compliance with a set of conditions. In parallel, Vodafone Portugal is entitled to use the numbering range “2” of the National Numbering Plan, in the scope of this service, provided that the conditions laid down are fulfilled.

The approved decision determines also that Vodafone must provide end-users with clear and transparent information on the features of the service, making clear, in particular, the guarantee that the access to the service is ensured only for the address declared by the end user for this purpose, any indoor access limitations which may exist, and the impact in terms of caller location in calls made to “112” emergency number.

This determination integrates the report on the prior hearing and general consultation procedure carried out following the determination of 19 September 2006, wherein the contributions received by ONITELECOM, the PT Group (PT SGPS, PT Comunicações, PT PRIME, TMN, PTM SGPS and TV CABO PORTUGAL) and the SGC Group (AR TELECOM and WTS) were analysed.
