Regulation on Quality of Service has been approved


By determination of 4 May 2004, the Regulation on the Quality of Service applicable to the service of access to the public telephone network at a fixed location and the publicly available telephone service at a fixed location, prepared pursuant to articles 40 and 125 of the Law of Electronic Communications (Law no. 5/2004, of 10 February) has been approved.

This Regulation, which shall be published in Series II of the Diário da República under article 11 of the Statutes of ANACOM, establishes the quality parameters of the referred services, to be measured by undertakings responsible for the provision thereof, and sets out not only the contents, but also the form and manner of information to be published, which shall be made available to end users by such undertakings.

The final report of the general consultation procedure which the respective project was subject to, following the determination of 23 November 2004, was likewise approved, in the scope of which the contributions from the following entities were received, within the established time limit: Federação Nacional das Cooperativas de Consumidores (FENACOOP), União Geral de Consumidores (UGC), Associação de Consumidores de Portugal (ACOP), Instituto do Consumidor (IC), Associação Portuguesa para a Defesa do Consumidor (DECO), SCG Telecom Group (Jazztel, Netvoice and WTS), TMN - Telecomunicações Móveis Nacionais, ONITELECOM - Infocomunicações, PT Comunicações (PTC), PT Prime and Novis Telecom.

The assessment of quality parameters for other electronic communications services, which has already begun, shall be pursued, aiming at the integration thereof, at a subsequent stage, in the framework of the provision of paragraph 2 of article 40 of the referred Law.
