Markets 7, 13 and 14 (draft decision)

By determination of 17 March 2005, the draft decision concerning market 7 (minimum set of leased lines), market 13 (wholesale terminating segment of leased lines) and market 14 (wholesale trunk segment of leased lines) was approved, comprising the following aspects: definition of product markets and geographic markets, assessments of significant market power (SMP) and imposition, maintenance, alteration or suppression of regulatory obligations.

At the same time, it was decided to promote the hearing of interested parties, pursuant to articles 100 and 101 of the Code of Administrative Procedures, as well as to launch the corresponding general consultation procedure, under article 8 of Law no. 5/2004, of 10 February, a 30-working-day time limit having been set for both procedures.

Moreover, it has been decided that this draft decision should be sent to the Competition Authority for opinion, pursuant to article 61 of the above- mentioned Law and to the national regulatory authorities (NRA) of the remaining Member States, under the respective article 57, paragraph 1.
