By determination of 6 December 2002, the working group report on the state and forecast of the implementation of UMTS systems, as well as the proposals submitted to the member of the Government responsible for the media area, and further related measures were approved.
The proposals presented were confirmed by the Ministerial Order n. º 886/2003 of the Minister for the Economy, of 30 December 2002, which namely extends up to 31 December 2003 the time limit given to UMTS operators for the actual start of the licensed activity.
