Draft decision on leased lines - ANACOM decides on alterations to PT Comunicações' offer

The Autoridade Nacional de Comunicações (ANACOM) has approved a draft decision determining price reductions in PT Comunicações' offer of leased lines. Interested operators have 10 days to make a statement on this draft decision. The alterations are intended to lead towards a price list that is more balanced, transparent and coherent with the principle of cost orientation.

In comparison with current net prices, the alterations correspond to an average reduction of 10%.

In order to achieve this average reduction, under the terms of the draft decision, the price list submitted by PT Comunicações to ANACOM must be modified in order to contemplate the following net reductions:

  • 9% for the set of leased lines with capacity between 64 Kbps and 2 Mbps.
  • 10% for the set of leased lines of 34 Mbps.
  • 21.4% for the principal sections of lines of 64 Kbps with length of up to 10 Kms.
  • 18% for the set of digital lines of n*64 Kbps with length of up to 10 kms.
  • 26% for the principal sections of lines of 2 Mbps with length of up to 10 kms.
  • 47% for the principal sections of lines of 34 Mbps with length of up to 10 Kms.
  • 31% for CAM lines.
  • 17%, 14% and 15%, for international lines with a capacity of 64 kbps, n*64 Kbps and 2 Mbps, respectively.

Leased lines correspond, in broad terms, to the provision of capacity supported on a telecommunications network that is leased by one operator to another operator as a complement to the latter's network. Leased lines have variable lengths, as measured in kilometres, various capacities and may be either analogue or digital. Their uses include data transmission or the provision of dedicated Internet access lines.

The Autoridade Nacional de Comunicações also approved a draft decision on service quality levels for the leased lines service, establishing deadline for the supply of such lines.
