Antennae of base stations - ANACOM inspects mobile telephone antennae

The Autoridade Nacional de Comunicações (ANACOM) has received 70 information requests since the beginning of 2002, related to radiocommunications services base stations. Most of these information requests were for clarifications on mobile telephone antennae. Of these requests, 29 led to inspections carried out by ANACOM's technical staff.

A further 108 requests were received by the end of 2001, of which 92 are closed processes.

In all the situations inspected, many with field measurements, the levels of radiation observed were universally found to be at least 50 times below European Union recommended levels.

Within this universe, only two cases were not found to comply with all installation rules, given that access to radiant elements was not duly safeguarded. Both situations have been resolved in the meantime.

The recommendation of the Council of Ministers of the European Union on this matter establishes the reference levels for the non-ionising radiations emitted by radiocommunication base stations.

This recommendation was adopted by ANACOMm, in April 2001, as a precautionary measure and on a transitory basis, and will remain in force until the entities competent in this field conclude their analysis of this question.

It should be remembered that these entities are represented in a Working Group chaired by the Ministry of Health and composed by representatives of the Ministries of Social Equipment, Science and Economy.

The Autoridade Nacional de Comunicações's powers in this field involve the licensing of land mobile service networks and subsequent inspection of compliance with technical parameters in the operation of the respective base stations.

The granting of such licenses does not dispense with the need to obtain licenses and authorisations related to the location and physical installation of base stations that should be granted by municipal councils, private individuals and other entities.
