By determination of 25 February 2005, the establishment of a new numbering range in the National Numbering Plan (E.164) - '71' - was approved, aiming at accommodating the “Utility services at an increased tariff rate”. This decision is a follow-up to the draft decision that was approved on this subject by determination of 9 September 2004, and submitted both to the general consultation procedure and to the prior hearing of interested parties.
Therefore, based on the grounds comprised in the interested parties hearing report, within the assignments provided for in article 6, paragraph 1, points b) and h) of the Statures of ICP-ANACOM, approved by Decree-Law no. 390/2001, of 7 December and pursuant to article 17, paragraph 2, point b) of Law no. 5/2004, of 10 February, the Board of Directors of ICP-ANACOM has determined:
To establish code “71” to accommodate the “Utility services at an increased tariff rate”, subject to the following specific conditions for the allocation and use of numbers:
1. Three field structure for numbers of access to services in which, left to right, the service code – “71” - , the provider of the Electronic Communications Services (ECS) and the content service/advertisement or individual supplier are identified, as follows:

*This field takes the form xy for 2 digits and 0xy for 3 digits, where x is not “0”.
2. Provider code allocated by ICP-ANACOM, following a choice on the part of the ECS provider, through the presentation of the following particulars by the support ECS provider:
a. Description of the service and conditions concerning the offer;
b. Identification of the content suppliers and other entities directly involved in the service provision;
c. Information as to maximum tariffs (VAT included) charged to the caller user, per minute and per call (“tariff ceiling”);
d. Opinion of the State body or of the administrative authority that supervises the area of activity wherein the service is comprised, as regards:
i. the service utility nature, under the terms established in the present determination;
ii. the adequacy of the tariff per minute and of the tariff ceiling associated to calls to the service;
e. Information as to the predictability of resource consumption in the course of a year, in case a two-digit code is requested.
3. Use of numbers allocated to these services subject to the following conditions:
a. Annual opinion on the maintenance of the utility nature and of the adequacy of the tariffs to the service, under the terms established in the present determination in point 2.d above, to be submitted to ICP-ANACOM by the support ECS supplier, and the annual period shall refer to the date of allocation to this entity of the numbering resources necessary to the service provision;
b. Information to ICP-ANACOM on the part of the support ECS supplier, with a month’s notice, of any alteration as regards the particulars defined in point 2. above;
c. Information on the price (VAT included) per minute and maximum price per call (tariff ceiling) to be ensured at the time it is established, in a clear and audible way, and free-of-charge, by means of an online notice provided to the caller user, by the support ECS provider, with the following contents: “You shall be charged … per minute for this call, and it shall not exceed … euros, regardless of the call duration”;
d. Call disconnection to be performed only by parties involved therein (caller or called parties).
