PT Mobilé
By decision of ICP's Board of Directors on January 27, 2000, ICP's position was defined in relation to "PT Mobilé", the new service launched by Portugal Telecom (PT) on December 15, 1999 and presented as the first product of fixed-mobile convergence. This service is based on an agency agreement between TMN and PT, whereby PT Mobilé is to be sold in Portugal Telecom shops.
Telecel and Optimus requested ICP's intervention, considering this service to represent unfair competition and requesting guarantees of equal opportunities between all land mobile service operators.
Once this new service had been analyses, in all its aspects, and all necessary clarifications had been requested from PT, the following was decided:
1. To request from PT information that will make it possible to check whether there is cross subsidisation between PT and TMN as a result of this service. In addition to distorting competition, cross subsidisation may result in an increase in the costs of the universal service.
2. To communicate to Telecel and Optimus that PT declared that it is willing to integrate within this service, the services of the other land mobile service operators. The possibility of access to this service in equal circumstances will make it possible to eliminate any possible anti-competition results thereby arising, without the need to cause prejudice to users in relation to the provision of innovative products.
