Statistical information to be transmitted to ICP by FTS providers and by the providers of public pay phones offering access to the FTS
By decision of ICP's Board of Directors, adopted on March 9, 2000, definition was made of the statistical information to be sent to ICP by either Fixed Telephony Service (FTS) providers (an obligation established in the respective licenses) or by the providers of public pay- phones offering access to the FTS, in accordance with the terms of paragraph c) of point 2 of article 45 of the Regulations of the FTS.
Thus, during an initial phase, it was decided that the FTS providers (including Portugal Telecom) after commencing their respective activity, shall provide and submit to ICP a basic set of statistical data and other information required to monitor the launch and development of activity in the telecommunications market, including the following indicators:
1. Number of direct accesses; analogue and digital.
2. Number of clients with free phone and hotline numbers.
3. Number of national calls
4. Number of calls abroad
5. National telephone traffic
6. International telephone traffic.
At a later date, FTS providers will be informed of the elements that they should also send to ICP under the terms of point 4 of article 5 of the FTS Regulations, corresponding to the service quality indicators that they should observe. These indicators and the respective calculation methodology are presently being defined by ICP.
In turn, the providers of public pay-phones offering access to the FTS should provide ICP with all information that is requested from them, and also supply the elements indicated in point 2 of article 46 of the Regulations of the FTS. The data supplied should be on a quarterly basis, and contain the respective monthly breakdown and be submitted to ICP by the end of the consecutive month after the end of each quarter.
In addition to the said quarterly information, these providers should send ICP by the end of June of each calendar year, the company's Annual Report and Accounts. Additional information may be requested at any time, considered to be necessary to supervise the respective activity.
Information on indicators of service quality of public pay phones, as specified in paragraph c) of point 2 of article 46 of the Regulations, should only be sent to ICP once the respective calculation methodology has been defined, which will be disseminated at the appropriate time.
Whenever FTS providers are empowered to install and commercially operate public pay- phones for access to the FTS, they are simultaneously obliged to submit the different types of information identified above to ICP.
Portugal Telecom's (PT) obligation in this regard is established within the Concession Contract.
