Use conditions for originating and terminating calls in mobile networks
Following the decision of 27th of January 2000 concerning the conditions of service supply for calls originated and terminated in fixed networks, and taking into account the question brought up about the use of virtual phone cards for originating and terminating calls in mobile networks, the ICP understanding about this subject was approved on the 18th of May 2000:
1. Many of the advantages previously mentioned are valid vis-à-vis the evolution intended, especially at a level of added value in terms of user convenience.
2. The evolution of such a service will also be compatible with the principle of full accessibility of the numbers included in the National Numbering Plan from all networks (except where the client or user wishes otherwise).
3. In terms of regulations, the virtual phone card service is different either from the fixed telephone service or from the mobile telephone service by the fact that there are no regulatory restrictions in relation to the provision of the service.
4. In order to make the virtual phone card service operational, candidates wishing to provide this service must reach an agreement under the terms that they find mutually appropriate, whilst also observing the principle of freedom to negotiate interconnection agreements with all interested parties.
