ANACOM chairman in IRG group to discuss regulatory framework reform


The Chairman of ANACOM, Pedro Duarte Neves, is one the six European Regulator chairpersons, who, as part of the Independent Regulators Group (IRG), are formulating a position on the review of procedures contained by Article 7 of the Framework Directive as well as its recommendation on relevant markets.

This group, of which ANACOM forms part, is made up of those regulators with most experience in market analysis. One of their aims will be to initiate contact between the IRG and the European Commission.

The Chairman of ANACOM is also a member of a select group which was set up within the IRG as a forum for high-level discussion on the revision of the Electronic Communication regulatory framework (2006 revision), due to come into force in 2009/2010.

One of the more immediate tasks for both of these groups will be to formulate a position on the Commission's recently launched iniciative -  'A Call for Input'.  The goal of this initiative is to look at such issues as national regulatory authority powers, remedial measures, definitions, relevant markets recommendations and consumer protection, and then identify which should be safeguarded and which are in need of reform.

As a framework for this debate the Commission poses a series of questions, specifically: Do the regulations governing access need to be changed, if they are to both stimulate and grow competition between networks and services and at the same time encourage infrastructure investment?  What can be done to make the workings of Article 7 more effective? And a question that is equally relevant to the reworking of the list of relevant markets: How can the regulatory framework  allow technological development and convergence?
