ANACOM highlights performance of mobile operators in the short message service

The Short Message Service (SMS) of TMN, Vodafone and Optimus has a very good performance, according to a quality study by ICP - ANACOM. Of the 51,538 attempts to send test messages, over 99.9% were successful and more than 99.7% were delivered to the destination terminal, error-free and within the time frame defined internationally, of up to 175 seconds.

The average delivery time of a short message was 12 seconds, being relevant the fact that more than 99% of the messages were delivered in less than 20 seconds.

According to ANACOM's study, the indicators service availability, delivery rate and average delivery time do not differ significantly on working days and on weekends. Also no significant differences were registered when comparing the values of these indicators in each hour of the day.

By operator, regarding availability, Vodafone has a 100% success rate in sending SMS, followed by TMN with 99.99% and Optimus with 99.83%.

Concerning the SMS delivery rate, 99.87% of the messages sent from Vodafone's network were delivered error-free and within the time frame defined by ETSI (European Telecommunications Standards Institute) - delivery time up to 175 seconds. For TMN the ratio is of 99.80% and for Optimus 99.53%.

This is the first quality study that the regulator made to the short message service of the mobile operators and concerns only SMS within the same network. The measurements were made between 30 May and 6 June, in Lisbon and Porto and involved sending 51,538 messages.

In the assessment of the quality of the short message service, indicators of paramount importance were analyzed: accessibility, delivery time, delivery rate and the variation in time of these indicators.
