ANACOM submits draft regulation amending the Regulation on the designation of the '49' range of the PNN to public consultation


ANACOM's public consultation on the draft regulation amending Regulation no. 532/2023https://www.anacom.pt/render.jsp?contentId=1772463 of 16 May on the designation of the '49' range of the PNN - Plano Nacional de Numeração (National Numbering Plan) opened today (16 August 2024).

The aim of this draft regulation is to:

  • To review the time limit specified in paragraph 2 of article 5 of Regulation no. 532/2023 of 16 May, which establishes that “companies providing services identified in article 1 of the Regulation adopted in the annex using NNP numbers shall assign numbers exclusively in the range “49” within the framework of such offers as from the date of commencement of their secondary assignment, by themselves or by a beneficiary to whom they have sub-assigned such numbers, and in any case within 18 months of the entry into force of this Regulation”.
  • Provide for a phasing-out period, to allow the coexistence of secondary assignment of numbers in the “9x” and “49” ranges for the provision of the services covered by the Regulation, to ensure the disposal of SIM cards made available/supplied by operators to points of sale and to minimise the waste and environmental impact of the destruction of SIM cards in the various sales channels.

Having considered the contributions received in response to the opening of the regulatory procedurehttps://www.anacom.pt/render.jsp?contentId=1788657, approved on 29 May 2024, ANACOM takes the position that there are sufficient grounds to:

  • extend the period referred to in paragraph 2 of article 5 of this regulation by 10 months;
  • and establish, subsequent to this period, a phasing-out period of 4 months to allow the disposal of SIM cards already produced and distributed across the commercial networks of the companies for provision of mobile broadband Internet access services.

Interested parties are given a period of 30 working days to submit their views in writing and in Portuguese. Contributions may be sent no later than 27 September 2024 to regulamento.m2m@anacom.ptmailto:regulamento.m2m@anacom.pt.

Once the consultation process has been concluded, the contributions received will be made public. Therefore, for the purposes of publication on this website, interested parties should also submit a non-confidential version of their responses excluding any items considered confidential.
