ANACOM participated in the 59th plenary meeting of BEREC


The 59th Plenary Meeting https://www.berec.europa.eu/en/events/berec-events-2024/59th-berec-ordinary-meetings of the Body of European Regulators for Electronic Communications (BEREC) was held in Jurmala (Latvia) on 8 and 9 June 2024. ANACOM) was represented by Sandra Maximiano (Chairwoman of the Board of Directors), Patrícia Silva Gonçalves (Member of the Board of Directors and Vice-Chairwoman of the BEREC Mini-Board) and staff from the Foreign Relations and Development Office.

The debate on BEREC’s Work Programme for 2025 (the consolidated list of items proposed for WP 2025 was presented and discussed, and is expected to be adopted at the 61st plenary meeting at the end of 2024) and BEREC’s contribution to the European Commission’s public consultation on the White Paper “How to master Europe’s digital infrastructure needs?”, which is scheduled for approval by the end of June 2024, should be highlighted.

At the meeting of the Board of Regulators (BoR), several documents were approved for publication:

  • Draft Report from the Mini-Board Study trip 2024;
  • Draft BEREC Report on the outcome of the public consultation on draft BEREC Report on empowering end-users through environmental transparency on digital products and services;
  • Draft BEREC Report on empowering end-users through environmental transparency on digital products and services;
  • Draft Summary of the BEREC external workshop on the ex-ante regulatory experience concerning commitments, wholesale-only undertakings and commercial agreements’ review;
  • Draft BEREC Report on the outcome of the public consultation on draft BEREC Report on the authorisation and related framework for international connectivity infrastructures;
  • Draft BEREC Report on the authorisation and related framework for international submarine connectivity infrastructures;
  • Draft BEREC Report on WACC parameters 2024;
  • Draft BEREC Report on EU/UA JS monitoring exercise.

The Draft BEREC Report on M2M and permanent roaming and the Draft BEREC Opinion on the national implementation and functioning of the general authorisation regime will also be made available for public consultation.

With regard to the Management Board (MB), the key issues were:

  • The revision of the Working Arrangements with the National Regulatory Authorities participating in the work of BEREC and the BEREC Office;
  • The recent activities of the BEREC Office Advisory Group (BAG);
  • The presentation of the ENG Communications projects for 2024;
  • The report of the Data Protection Officer of the BEREC Office for 2023;
  • Presentation of the conclusions of the ad hoc group in charge of analysing requests from third country NRAs to participate in BEREC and the BEREC Office.

On 12 June, a public debriefing https://www.berec.europa.eu/en/events/berec-events-2024/public-debriefing-on-the-outcomes-of-the-59th-berec-ordinary-meetings was held to announce the outcomes of the 59th BEREC plenary session.

The next plenary session is scheduled for 3 and 4 October 2024 in Budapest (Hungary).
