Organizador: ANACOM e SPARC
A ANACOM, na qualidade de Autoridade Espacial, e o Centro de Investigação em Direito Espacial (SPARC) da Universidade NOVA de Lisboa, organizam um workshop sobre licenciamento de atividades espaciais.
O evento decorre a 23 de março de 2023, com início às 14h30, no Anfiteatro B da Faculdade de Direito da Universidade NOVA de Lisboa e tem por objetivo, entre outros, debater questões regulatórias relativas às atividades espaciais, promovendo a partilha de conhecimentos e/ou boas práticas nomeadamente sobre os desafios no séc. XXI que se colocam aos reguladores; cooperação internacional no âmbito do licenciamento; e melhores práticas sobre a sustentabilidade das atividades espaciais.
Os painéis serão compostos por membros de autoridades espaciais do Reino Unido e da Noruega e por representantes de entidades nacionais, ligadas ao sector. O workshop tem três painéis, contando com a moderação de membros do SPARC.

- Joan Alabart, Agência Espacial Portuguesa
Joan Alabart is a Spanish Civil Engineer from Universitat Politécnica de Catalunya who spent one year at TU Delft in an exchange program. He worked for several years in project engineering and project management in large international engineering projects (rail, road, maritime) which he combined with a life-long passion for space. In 2019 he moved to Portugal to join the Portuguese Space Agency where he is the Industrial Relations and Projects Officer being responsible for the areas of Space Exploration and Commercialization. He is the national delegate at different ESA Programme Boards as well as delegate and NCP for Space at Horizon Europe amongst other international organizations. Most of his time is dedicated to promoting the use of space by other sectors fostering potential new markets and business and challenging researchers to come up with innovative ideas that tackle major societal issues. - Hege Susann Aalstad, NO CAA
Hege joined the Civil Aviation Authority in Norway in 2005 and has since then held a number of different roles in the CAA. She is currently manager for regulatory affairs and oversees all development of secondary regulations in the field of aviation. Hege advises regularly on matters that lie at the interface between aviation and other areas of society. She sat on the committee that drafted the proposal for the new space act. The CAA has in 2023 been appointed the Norwegian space authority and Hege will be Head of Space Section from 1 April 2023. - Pedro Ferreira, ANACOM
Pedro Ferreira was born in 1962. He is married and has two children. He holds a Master degree in legal and political sciences and has been teaching Administrative Law and Space Law in different universities in Macao, Lisbon and Braga.
Until 1999 he was head of the Legal Department of Postal Services and Telecommunications in Macao, when he joined ANACOM (National Authority of Communications), as senior specialist. He is currently Director of the Board Support Cabinet and of the External Affairs and Development Cabinet at ANACOM.
He was the coordinator of the “Space Group” in charge of drafting the Portuguese Space bylaws in 2021 and is now heading the Space unit at ANACOM, which is also the national Space Authority.
He has published several articles and books on Telecommunications Law, Data Protection Law and Space Law and has participated as a speaker on several international conferences in Portugal and abroad.

- Colin MacLeod, UK CAA
Colin joined the UK Civil Aviation Authority (CAA) in 2020 as Head of UK Space Regulation. He has built a team of experienced space engineers and regulators enabling the CAA to take on the legal responsibility for UK space regulation in July 2021. Prior to this Colin was Director of Legislation and Regulation in the UK Space Agency, where he led the Agency’s work with the Department for Transport on secondary legislation needed to implement the Space Industry Act 2018. As a career civil servant Colin has deep experience in policy, operations and delivery, with extensive experience in working with regulators and industry with a focus on national and nuclear safety along with security policy and assurance. - Fernando Guerra, ANACOM
Fernando Guerra is an electronic and telecommunications engineer from IST. He is currently the Head of the Mission Unit for Space in ANACOM/Space Authority. After some years working in the National Space Research Institute (INPE) in Brazil, he joined ANACOM early in 90’s to deal with spectrum strategic planning for space radiocommunications services. He is also the national representative for Telecommunications and Navigation Committees in European Space Agency (ESA) as well as the national representative in the GOVSATCOM, STM (Space Traffic Management) and Secure Connectivity Groups of DG DEFIS (DG for Defense Industry and Space) of the European Commission. - Fernando Pereira, Agência Espacial Portuguesa
Fernando Pereira was commissioned in the Portuguese General Staff of the Armed Forces to serve as a Defence Liaison Officer at the Portugal Space, Portuguese Space Agency, responsible for the liaison between Defense and the Agency as a representant of the Portuguese Navy, in the agency he followed projects related to earth observation and access to space.
For 15 years served at sea on board ships, like small patrol boats, frigates and sailing ships, where has developed naval and leadership expertise. And in land served in others Navy Support Units, like Portuguese Hydrographic Office, Naval Fleet Commander and Naval Technologies School.
With a background in Naval Military Science, has specialized in Maritime Navigation.
He is currently attending a course on Maritime Authority, to later carry out duties in the structure of the National Maritime Authority. - Vítor Marques, ANAC

- Alexandra Aragão, Universidade de Coimbra
Alexandra Aragão holds a Master in European integration and a PhD in legal and political sciences on the subject of high level of environmental protection in the EU. She is Professor with a permanent post at the Faculty of Law of the University of Coimbra, Portugal where she teaches environmental law, ecoliteracy, risk governance, food safety law and forest law. In 2019 she won a pedagogic innovation prize. She is vice-editor of the "Planning law, urban law and environmental law journal" (https://impactum.uc.pt/pt-pt/revista?id=90390&sec=5), in Portugal. She is member of the European Natura 2000 observatory, of the European water observatory, of the Advisory Board of the European Environmental Law Forum and trustee of the European group of environmental law experts, Avosetta.org. She is a member of the Committee on Conflicts of Interest of the Intergovernmental Panel on Biodiversity and Ecosystem Services and coordinates the interdisciplinary network “JUST-Side” on “Territorial Justice and Sustainability through spatial data infrastructures” in ten Iberian and Latin American countries. She participated in drafting of two national research and innovation agendas for 2030: circular economy and tourism, leisure and heritage. In charge of the Responsible Innovation research line at the Normandie Chair for Peace of Caen University.
Her areas of publication are environmental law, nature conservation law, animal law, waste law, risk law, food safety law, human environmental rights, environmental impact assessment and strategic assessment, environmental permits, ecological labels, environmental popular action, ecosystem services law, river basin law, geoethics, eco-innovation law. - Carlos Cerqueira, NeuraSpace
Carlos Cerqueira is Head of Business Developement at Neuraspace, a startup using AI for Space Traffic Management, with an end-to-end solution centered around: (1) Data Fusion; (2) AI and Machine Learning; and (3) Manoeuvring Automation.
He is the former Director of the ESA Space Solutions Centre Portugal, having launch these activities in Portugal in 2012, and the former Innovation Director at Instituto Pedro Nunes, the technology transfer institution from Coimbra University. - Rosemary Whitbread, UK CAA
Rosemary joined the UK Civil Aviation Authority (CAA) in 2021 as Policy Manager for UK Space Regulation. Prior to this Rosemary worked for the UK Health and Safety Executive and has extensive experience of regulating a range of high hazard industries in both policy and operational roles. As a specialist in risk and regulation she has led various projects to develop regulatory approaches for emerging and novel technologies. From 2017 to 2021 she was seconded to the UK Space Agency to provide technical support to the UK Space Agency in the development of secondary legislation needed to implement the Space Industry Act 2018 and the design of the future regulator.
