ANACOM does not require MEO to review DTT prices


ANACOM is responsible for evaluating the need for a revision of prices charged by MEO - Serviços de Comunicações e Multimédia (MEO) for provision of the digital terrestrial television (DTT) service. This evaluation is to be conducted on an annual basis, under the terms of Law no. 33/2016https://www.anacom.pt/render.jsp?contentId=1394191 of 24 August.

In this context, on 20 July 2022, ANACOM approved a draft decision on the prices charged by MEO in relation to provision of the encoding, multiplexing, transport and broadcast of free unrestricted access television channels over the digital terrestrial television network (MUX A).

From the analysis carried out by ANACOM, it was concluded that there are no indications that the prices charged by MEO for the provision of the DTT service were not in compliance with the principles of transparency, non-discrimination, cost orientation of prices. In reaching this conclusion, ANACOM took into account the capacity effectively occupied by each television programme service, the price limit presented in the bid that won the public tender and the specific principles applicable to the case of regional programme services (broadcast in the respective Autonomous Regions), especially that pricing must be "reduced in proportion to the size of the network in the geographic space concerned and shall not exceed amounts charged at the date of entry into force of this law”. Therefore, ANACOM will not require MEO to review prices until the next annual evaluation, since there are no indications of non-compliance with the principles and requirements established in Law no. 33/2016 and in the conditions associated with the right of use of frequencies allocated to MEO for the DTT service.
