The first plenary meeting for 2022 https://ec.europa.eu/docsroom/documents/50714/attachments/1/translations/en/renditions/native of the European Regulators Group for Postal Services (ERGP) was held on 1 July 2022 at the premises of the Spanish Comisión Nacional de los Mercados y la Competencia (CNMC - the National Commission for Markets and Competition) in Madrid (Spain), chaired by Mariano Bacigalupo Saggese, Member of the Board of Directors of CNMC.
ANACOM was represented, among other members of staff, by Patricia Gonçalves and Sandro Mendonça (Members of ANACOM’s Board of Directors).
Members agreed to submit to public consultation, to run from 8 July to 8 October 2022, the Draft Medium Term Strategy (MTS) 2023-2025 and the draft ERGP Work Programme for 2023 in line with the three strategic pillars of the mentioned MTS, namely:
- Revisiting the postal sector and its regulatory framework in the light of digitalization and environmental sustainability;
- Promoting a competitive EU postal single market in the context of rising e-commerce deliveries;
- Empowering end-users and ensuring a user-oriented Universal Service.
In addition, the Plenary adopted the ERGP PL I (22) 13 report on the analysis of Article 6 of Regulation (EU) 2018/644 concerning cross-border parcel delivery services, which will be available on the ERGP website.
The support of ERGP members for the review of the Postal Services Directive and the key role that the Council Presidency, held by the Czech Republic, could play in this process is also highlighted.
ERGP Plenary Meeting
This plenary meeting was preceded, on 30 June, by an internal ERGP workshop on “Sustainability Strategies and Regulation”.
After a first session of presentations by academics and postal sector experts on environmental sustainability, the workshop focused on a regulatory debate moderated by the co-chairs of the ERGP Sustainability Working Group.
The following conclusions emerged from the debate:
- The importance of providing clear and transparent information on the environmental impact of the postal service in order to empower the consumer to make an informed decision;
- The need on the part of the regulators to share good practices and collect comparable data, in order to provide an overview of the sector in terms of environmental sustainability with a view to analysing measures that promote compliance with the objectives that may come to be defined;
- The need to engage with other sector regulators, such as those in the energy and electronic communications sectors with a view to creating common indicators.
