ANACOM approves provisional measure that defines the density targets of the postal network and minimum service offers


On 14 January 2021, ANACOM approved a provisional measure that defines the density targets of the postal network and minimum service offers to be enforced up to the approval of the new targets for postal network density and minimum service offers, pursuant to clause 15 of the universal postal service concession contract, whose Bases were approved by Decree-Law 448/99https://www.anacom.pt/render.jsp?contentId=980067 of 4 November, and base XV of the aforesaid Bases, to be complied with by the concessionaire of the universal postal service, CTT - Correios de Portugal (CTT).

In view of the renewal of the universal postal service concession contract up to 31 December 2021, and the fact that the density targets of the postal network and minimum service offers approved by ANACOM decision of 17 December 2020 ceased to be effective on 31 December 2020, ANACOM believes that it is fundamental that there should be rules to which the concessionaire is bound to observe in these spheres, so as to ensure compliance with the concession object, the meeting of the needs secured by this contract and the observance of the obligations incumbent upon it arising from the Concession Contract and Postal Act.

Accordingly, up to the approval of the new targets for postal network density and minimum service offers, CTT should ensure compliance with the targets and minimum offers stipulated by ANACOM decision of 17 December 2020https://www.anacom.pt/render.jsp?contentId=1601916.

On that same date, and in the absence of a proposal on this matter by the concessionaire of the universal postal service, ANACOM decided to request CTT to submit a proposal of targets for postal network density and minimum services offers.
