Considering the imminent arrival of the next mobile communications system/technology, the so-called 5th mobile generation (5G), and in view of the intense debate in international sphere and in Portugal on this topic, namely the possible effects on health and the environment, ANACOM has published an informative guide presenting the facts, data and challenges associated to 5G.
With the disclosure of the “Mobile Networks and Heath – facts, data and challenges” guide, ANACOM aims to enlighten the discussion around 5G by providing transparent and neutral information based on scientific knowledge.
In Portugal, the limits of exposure to radio waves follow the benchmarks of international organisations such as the International Commission on Non-Ionizing Radiation Protection (ICNIRP), recognised by the World Health Organisation (WHO), as indicated by the Directorate General for Health (DGS), where it is incumbent on ANACOM, pursuant to its oversight duties, to endeavour to ensure compliance with these standards.
It is also highlighted that all the frequency bands to be made available in Portugal for 5G in the next auction are already being used, by mobile networks or other services. As such, “new” frequency bands are not involved.
It is emphasised that in the Portuguese case, the draft regulation of the auction for allocating frequencies for 5G and other pertinent bandwidths foresee the existence of wholesale offers and the use of national roaming solutions that enable providing the service while installing less antennas.
The guide that has just been published by ANACOM provides clear answers based on scientific knowledge to various questions, such as for example:
- Is there evidence that the “5G frequencies” are a health hazard?
- Are there rules that 5G devices are obliged to comply with?
- Do the technologies supporting 5G mitigate public health risks?
- Is 5G a technology that uses higher power and, for this reason, has higher danger levels?
Apart from the disclosure of this guide, ANACOM shall continue committed to contributing, within the sphere of its powers and duties, and in articulation with the other competent authorities, to risk monitoring and control and to the dissemination of knowledge in this regard.
