ANACOM publishes data on the postal network and CTT quality indicators in 2019


ANACOM, within the framework for monitoring the objectives established for the universal postal service, promotes the publication of reports on the postal network and services provided and on the values of the quality of service indicators (QSI) for CTT - Correios de Portugal (CTT), concessionaire of the universal postal service, in 2019.

The report1 relating to the CTT postal network and services provided presents an analysis of the performance levels of the indicators of postal network density and minimum services provided, reported at the end of 2019, as well as the development of the postal network to that date. Particular attention is drawn to the fact that CTT had 2,370 postal establishments operating, of which 539 were post stations (one of which was mobile) and 1,831 post offices (two of which were mobile).

At the end of 2019, the total number of postal establishments showed a cumulative increase of 2.3% over that observed at the end of 2014, as the number of post offices created in this period exceeding the number of post offices closed. The total number of postal establishments is consistent with the postal network density objectiveshttps://www.anacom.pt/render.jsp?contentId=1418158, as established by ANACOM on 15 September 2017, which implicitly sets 2,296 as the minimum number of postal establishments that CTT should maintain in operation. Based on the information reported by CTT, that operator achieved the postal network density and minimum services provided objectives in 2019.

With respect to QSI values for the universal postal service provided by CTT, and according to the data reported by the company, in 2019, none of the QSI reached the performance objectiveshttps://www.anacom.pt/render.jsp?contentId=1457268, as established by ANACOM in its decision dated 12 July 2018, for the year under consideration. According to CTT, QSI values in 2019 were affected by circumstances at the operational level, related to difficulties in hiring staff, labour disruption, decreased mail handling capacity due to the installation of new machines and disruption and limitations in terms of transport capacity and connections to the Autonomous Regions, despite the fact that the company adopted various measures to mitigate the effects of those circumstances.
