Extraordinary Congress of the Universal Postal Union


The Second Extraordinary Congress of the Universal Postal Union (UPU) is being held from 3 to 7 September 2018 in Addis Ababa, Ethiopia. The congress, occurring in the middle of the usual 4-year congress cycle, has a mandate limited to the following topics:

  • the UPU's product integration plan;
  • integrated compensation plan;
  • UPU reform;
  • reform of the system applied to UPU member contributions;
  • future sustainability of the UPU Pension Fund.

A Strategic Ministerial Conference will take place on 6 and 7 September, during which ministers and other key decision-makers will discuss how postal operators and the postal sector can best serve nations and citizens, contribute to economic growth and stimulate development. They will also reflect on the progress of the World Postal Strategy, adopted at the 26th UPU Congress (Istanbul, 2016).

The Portuguese delegation is led by the Chairman of ANACOM’s Board of Directors, João Cadete de Matos, accompanied by the Portuguese Ambassador to Ethiopia, Helena Malcata, and includes representatives from ANACOM and CTT - Correios de Portugal.
