ANACOM allocates and recovers rights of use of numbering following termination of CTT's mobile communications services


On 11 April 2019, ANACOM approved the allocation and recovery of rights of use of numbering following the termination, on 01 January 2019, of the mobile communications services of CTT - Correios de Portugal (CTT)https://www.anacom.pt/render.jsp?contentId=1465582, provided under the Phone-ix brand.

In this context, it was decided to allocate the Rights of Use of Numbering in the "92" range to the companies (mobile operators) that expressed an interest, MEO - Serviços de Comunicações e Multimédia and Vodafone Portugal - Comunicações Pessoais, as well as to subject these rights to the conditions associated with their use, as provided for in Law no. 5/2004 of 10 Februaryhttps://www.anacom.pt/render.jsp?contentId=975162 (current version).

It was also decided to recover the remaining numbering resources that were primarily allocated to CTT, as identified in the decision.

ANACOM’s view, given the specific situation (discontinuation of CTT’s service), is that this is the solution with the least impact on consumers and on companies operating in the market and, at the same time, the solution that best ensures the routing of communications to and from active numbers of the extinguished company, both nationally and internationally.

ANACOM also decided to waive the prior hearing of interested parties, pursuant to point f) of paragraph 1 of article 124 of Código do Procedimento Administrativo (Administrative Proceeding Code) since the parties had the opportunity to express their views on the issues covered by the decision.
