Approval of the conditions and specifications governing the universal service provision of connection to a public communications network at a fixed location and publicly available telephone service and provision of public pay-telephones

By a final decision of 4 April 2019, ANACOM has approved the conditions and specifications of universal service provision for (i) connection to a public communications network at a fixed location and provision of publicly available telephones through that connection and (ii) public pay-telephones. At the same time, recommendations were approved for submission to the Government on the process of designating the provider(s) of the universal electronic communications service.

Approval was also given to the report of the procedure to which the respective consultation documents was submitted (consultation document adopted on 31 January 2019https://www.anacom.pt/render.jsp?contentId=1468020). In response to this procedure, contributions were received from the following undertakings and citizens: ANAFRE - Associação Nacional de Freguesias (National Association of Parish Councils); APDC - Associação Portuguesa para o Desenvolvimento das Comunicações (Portuguese Communications Development Association); APDSI - Associação para a Promoção e Desenvolvimento da Sociedade da Informação (Association for the Promotion and Development of Information Society); DECO - Associação Portuguesa para a Defesa do Consumidor (Portuguese Consumer Protection Association); Junta de Freguesia de Palmeira; Junta de Freguesia de Pavia; Junta de Freguesia de Pombeiro da Beira; Junta de Freguesia de Póvoa do Concelho; MEO – Serviços de Comunicações e Multimédia; Grupo NOS (NOS Comunicações, NOS Açores and NOS Madeira); NOWO Communications and ONITELECOM - Infocomunicações; União das Freguesias de Ferreirim e Macieira; Vodafone Portugal - Comunicações Pessoais; and Ricardo Almeida.
