Notification to the European Commission on the market of fixed origination for retail services

By decision of 9 August 2018, ANACOM has approved a draft decision on the wholesale market for call origination on the public telephone network provided at a fixed location for the provision of retail telephone services - definition of product and geographic market, assessment of significant market power (SMP) and imposition, maintenance, amendment or withdrawal of regulatory obligations.

Approval was also given to the report of the prior hearing and the public consultation to which the respective draft decision was also submitted (draft decision of 13 April 2018https://www.anacom.pt/render.jsp?contentId=1433572). In response to these procedures, contributions were received from the following undertakings: AR Telecom - Acessos e Redes de Telecomunicações, IP Telecom - Serviços de Telecomunicações, MEO – Serviços de Comunicações Multimédia, NOS SGPS (on behalf of its subsidiaries: NOS Comunicações, NOS Açores Comunicações and NOS Madeira Comunicações), Nowo Communications and Onitelecom Infocomunicações and Vodafone Portugal – Comunicações Pessoais. An opinion was also obtained from Autoridade da Concorrência (Competition Authority).

On the same date, ANACOM approved notification of this draft decision to the European Commission, the Body of European Regulators for Electronic Communications (BEREC) and the national regulatory authorities of the other Member States of the European Union.
