The XVIII Bilateral Meeting between ANACOM and the telecommunications regulatory authority of Brazil, Agência Nacional de Telecomunicações (ANATEL), was held on 5 and 6 July 2018 in Lisbon.
The two regulators discussed topics of common interest, including:
- privacy and protection of personal data,
- zero rating and net neutrality,
- roaming,
- identification of significant market power in telecommunications,
- quality of service,
- consumer protection,
- international cooperation.
On 6 July 2018, a cooperation protocol was concluded which establishes a mechanism of technical and institutional cooperation in matters related to the activities of the two entities, aimed at contributing to the development of the communications sector in both countries, and furthering the close relationship that currently prevails.
In implementing this protocol, special attention will be given to the following objectives:
- Support for the development of the regulatory bodies of the two countries and the regulatory framework of the sector.
- Exchange of experience within common competences.
- Joint organisation of activities within the sphere of competence of the two regulators.
- Cooperation as regards participation in various international forums.
Twenty-seven technical staff from ANACOM and ANATEL were involved in the meeting. The delegation of the Brazilian regulator was led by Juarez Quadros do Nascimento, Chairman of the Board of Directors, while João Cadete de Matos, Chairman of ANACOM's Board of Directors, headed the delegation of the Portuguese regulator.
