Draft addenda to the ITED Manual (3rd edition) and the ITUR Manual (2nd edition) - consultation


On 4 May 2017, ANACOM approved draft addenda to the ITED Manual (3rd edition) and the ITUR Manual (2nd edition). These are intended to enshrine the rules laid down in Regulation (EU) no. 305/2011 of the European Parliament and of the Council of 9 March 2011 (Construction Products Regulation), which lays down conditions for the placing or making available on the market of construction products, applying also to telecommunications cables.

The Construction Products Regulation, which is mandatorily applied in Portugal, ensures that professionals in the various sectors involved, as well as the general public, have access to reliable product information in order to easily compare products, regardless of their manufacturer or country of origin. The proposed addenda are therefore intended to give clarification to ITED and ITUR designers and installers as regards the types of telecommunications cables to be used, based on their performance, as set out in the Construction Products Regulation.

In addition, the draft addenda seek to reflect provisions on the classes of telecommunications cables established by Commission Delegated Regulation (EU) 2016/364 of 1 July 2015 supplementing the Construction Products Regulation in relation to the classification of fire-reaction properties in construction products. Communication 2016/C 398/09 in the Official Journal of the European Union of 28 October 2016 refers to the harmonised standards of CENELEC EN50575:2014 and EN50575:2014/A1, which established the fire-reaction criteria for electrical, command and telecommunications cables.

The addenda do not revoke the established prescriptions and technical specifications, and it is proposed that they become an integral part of the ITED and ITUR Manuals.

It was further decided to submit these draft addenda to the general consultation procedure, as under article 8 of Lei das Comunicações Eletrónicas (Electronic Communications Law - Law no. 5/2004 of 10 February, in its current version), with interested parties granted a period of 20 working days to comment (in writing and in Portuguese).

Once the consultation process has been concluded, the contributions received will be made public. Therefore, for the purposes of publication on this website, interested parties should also submit a non-confidential version of their responses excluding items considered confidential.
