The Portuguese Committee of URSI hosted its 10th congress on 18 November 2016, in the Microsoft Auditorium, Parque das Nações, Lisbon. The theme of the Congress is "Communications in safety and emergency scenarios".

Safety is a right and an inalienable duty, which is increasingly threatened in today's globalised societies. Today's world is characterised by a very complex environment, marked by constant change, and by multiple threats and risks; also by the difficulty of predicting these threats and risks.

The flexibility of the different means of communications and reliability in the use of communications networks are particularly important factors when implementing emergency and safety management solutions to combat natural disasters and other types of incidents.

The management of these communication resources must be undertaken at a public and private level in a horizontal manner (security and civil protection services, medical emergency services, environmental protection, food safety, law enforcement, etc.) as well as at a geographical level and in a vertical manner (local, national and international).
