The Body of European Regulators of Electronic Communications (BEREC) has today (6 June 2016) launched a Public consultation on its draft guidelines on the implementation of new net neutrality rules. Stakeholders are given until 18 July 2016 to respond to the consultation, using the form provided on BEREC's website or sending their comments by email to NN-Consultation@berec.europa.eumailto:NN-Consultation@berec.europa.eu.
The main issues covered by the guidelines refer to the regulatory monitoring of commercial practices, with different criteria indicated for the purpose, and supervision of traffic management practices by Internet Service Providers (ISP) and of specialist services. The Guidelines also cover enforcement of ISP compliance with transparency requirements for the Internet access services which they provide and cover the supervision and enforcement functions of national regulatory authorities, which are required to monitor and guarantee non-discriminatory availability of Internet access services with quality levels which reflect technological advances.
