Market 1 under consultation


By decision of 25 May 2016, ANACOM has approved a draft decision on the definition of the wholesale market for call termination on the public telephone network at a fixed location, on the assessment of significant market power (SMP) and on the imposition, maintenance, amendment or withdrawal of regulatory obligations.

Operators with SMP are subject to a range of obligations including price control. Under this obligation the maximum price that operators can charge for termination is determined based on the results of the "pure" LRIC cost model developed for the purpose.

This draft decision was submitted to a prior hearing of interested parties, in accordance with the Código de Procedimento Administrativo (Administrative Proceeding Code), and to the general consultation procedure laid down in article 8 of LCE - Lei das Comunicações Eletrónicas (Electronic Communications Lawhttps://www.anacom.pt/render.jsp?contentId=975162). In both cases, interested parties are granted a period of 30 working days in which to respond. Comments should be submitted in writing and in Portuguese, and sent no later than 13 July 2016 by email to mercado1@anacom.ptmailto:mercado1@anacom.pt1.

Once the consultation process has been concluded, the contributions received will be made public. Therefore, for the purposes of publication on this website, interested parties should also submit a non-confidential version of their responses, excluding any items considered confidential.
