ANACOM Alerts - Charges for unsolicited SMS/MMS messages


Under the "ANACOM Alerts" initiative, launched to strengthen the information that ANACOM makes available to consumers on specific sector issues, focusing on the main issues raised in consumer complaints, the following article was published on 14 May (Correio da Manhã) and 15 May (Jornal de Notícias):

Charges for unsolicited SMS/MMS messages

  • You cannot be charged for value-added SMS/MMS messages (messages with information, entertainment content, etc.) received from short numbers starting with 61, 62, 68 and 69, unless you have confirmed your request to receive such messages.
  • Numbers starting with 62 and 69 should be barred by your mobile phone operator by default unless you have specifically asked for them to be unbarred.
  • Non-payment of value-added SMS/MMS messages cannot lead to suspension of the mobile telephone service.

As from today, 17 May 2016, the initiative has been extended to Radio Renascença, with a weekly section that will air over 16 weeks between 5 pm and 6 pm, in the 1st position of the block, on Tuesdays, Wednesdays and Thursdays. This week, the script of the section is as follows:

Do you know what value-added SMS and MMS messages are?

They are messages with information, entertainment or other content. They are subscribed to by a message sent to a number beginning with 61, 62, 68 and 69, or over the Internet.

These messages will only be charged if you have previously received a free message informing you about the service, and provided you have confirmed your subscription.

Numbers beginning with 62 and 69 should be barred by your mobile phone operator by default and will only be debarred upon specific request.

Non-payment of value-added SMS and MMS cannot lead to the suspension of mobile phone services.
