New roaming rules take effect


Entered into force, on 30 April 2016, Regulation (UE) 2015/2120, of 25 November 2015https://www.anacom.pt/render.jsp?contentId=1373317, which amended certain rules on international roaming, in order to boost the removal of differences between domestic and roaming rates within the European Economic Area (EEA)1.

National price only2. However, for roaming communications, operators may adopt fair use policies (to be defined by the European Commission). In cases where the communications limits under the fair use policy are exceeded, operators will apply the limits and rules established for the period 30 April 2016 to 14 June 2017.

These new rules only do not apply in cases where operators demonstrate to the regulator that they cannot recover the costs incurred in providing roaming services.

In addition to tariffs subject to the limits indicated in the table, operators can offer other tariffs for roaming communications between EEA countries. If these alternative tariffs exist, customers can choose to subscribe to them.

In this context ANACOM launched, on 27 April 2016, an information campaign to alert consumers that new roaming rules are in force and that they must contact the respective operators before travelling. The campaign uses the internet, radio and the press. ANACOM will also promote a widespread distribution of an information leaflet.
