On 1 January 2001 local and regional calls open to competition in indirect access

The routing of local and regional calls via indirect access will be possible as from 1 January 2001. This greater range of eligible calls, foreseen in the timetable approved and disseminated by the Instituto das Comunicações de Portugal (ICP), comes into effect at the same time for both types of indirect access: call-by-call selection (10xy codes) and provider pre-selection.

This measure will make it possible to increase the range of options available to consumers of fixed telephone services as all calls (local, regional, interurban, international and fixed-mobile) can be routed by indirect access carriers .

Thus, users who wish to route local and regional calls, via the call-by-call selection, need only dial the (10xy) code which corresponds to the provider of their choice, as is already possible for fixed long-distance calls and fixed-mobile calls.

Local and regional calls become automatically eligible for those users who already have pre-selection contracts with carriers for the routing of interurban calls. Therefore, as from 1 January, all national calls (including local and regional and not only interurban) made from a pre-selected line will be routed by the carrier previously selected by the client. In this case, if a client wishes to route calls via other providers, including the direct access operator who is responsible for telephone installation, he will have to dial the code corresponding to these providers.

By indirect access we mean the provision of a telephone call routing service via a provider with whom the client is not directly connected. There are two possibilities for this type of access: via the call-by-call selection, which involves dialling a (10xy) code every time the user wishes to route a call; or via provider pre-selection, a function which allows the client's line to be programmed in such a way that eligible calls are routed by default by the provider previously selected by the client.
