The Instituto das Comunicações de Portugal (ICP) has ruled that mobile telecommunications operators must implement systems which make it possible for call-by-call selection of international operators.
Barring insurmountable technical or operational problems, the systems must be deployed as early as possible from 1 January 2000 and by no later than 31 March 2000.
On the fixed network, call-by-call selection of the long-distance carrier will be operational as of 1 January 2000.
