The Final Acts of the XVIII Postal Union Congress of the Americas, Spain and Portugal (UPAEP), held in Panama, September 2000, were approved by the Government by the Decree no. 46/2003, of 15 October published in the Diário da República, no. 239 (Series I-A).
The Final Acts include the Sixth Additional Protocol to the Constitution and General Regulation of the Organization.
