Implementation of the UMTS System

With the conclusion of the decisions made on July 31st 2001, the ICP Board of Directors decided as follows on the 22nd of October 2001:

1. To recognise the proven inexistence of terminal and network infrastructure equipment in the market to allow the activity of the UMTS services to commence within the time limits imposed upon the licensed bodies as a situation of 'force majeure';

2. To make a proposal to the member of the Government responsible for the area of communications that the effective date of initiation of the licensed activity of UMTS operators be postponed until December 31st 2002;

3. To look again at the market situation during the 3rd quarter of 2002 in the light of ongoing development;

4. To make a proposal to the member of the Government responsible for the area of communications that the fee for the use of the radio-electric spectrum for UMTS services be nullified for the year 2002 for those operators that initiate their activity during this same year;

5. To consider the possibility of UMTS operators sharing the network elements described in appendix within the bounds of their existing licences.
