By determination of 30 December 2014, ANACOM has approved the report of the public consultation held on the draft decision, approved on 27 March 2014, on options in the context reviewing the determination on the guidelines on minimum content to be included in contracts governing the provision of electronic communication services.
In response to this consultation, contributions were received as follows: Francisco Morgado; Mário Rui Mota; Pedro Marques; Paulo Osório; APRITEL - Associação dos Operadores de Comunicações Eletrónicas (Association of Telecommunications Operators); DGC - Direção-Geral do Consumidor (Directorate General for the Consumer); NOS Comunicações (then, OPTIMUS - Comunicações and ZON TV Cabo Portugal), NOS Açores Comunicações (then, ZON TV Cabo Açoreana) and NOS Madeira Comunicações (then, ZON TV Cabo Madeirense) - Grupo NOS; Portugal Telecom, SGPS, in the name of and on behalf of its subsidiaries PT Comunicações (PTC) and MEO - Serviços de Comunicações e Multimédias (MEO) - Grupo PT; Vodafone Portugal - Comunicações Pessoais (Vodafone).
A contribution was also received from DECO - Associação Portuguesa para a Defesa do Consumidor (Portuguese Association for Consumer Protection) subsequent to the expiry of the stipulated deadline. As such, although it is available for consultation together with the other responses, DECO's comment was not considered in the consultation report.
Under the terms of the same determination, approval was also given to a draft regulation setting out a consolidated system of pre-contractual and contractual information, and establishing use of the simplified information sheet. Using simple and concise language, this sheet will provide essential and up-to-date information on offers directed at end-users, and, at a later stage, the contractual conditions to which subscribers are bound.
This draft regulation is submitted to the regulatory procedure laid down in article 11 of ICP-ANACOM's Statutes and to the general consultation procedure set out in Article 8 of Lei das Comunicações Eletrónicas (Electronic Communications Law). In the context of these procedures, a period of 30 working days is provided for interested parties to comment.
