The Instituto das Comunicações de Portugal has launched a public survey as to Unbundled Access to the Local Loop (ULL). This means that Portugal Telecom would open its local infrastructures to the other operators, which is to take place up until 30 June 2001.
The survey seeks to establish among the interested parties, which include operators, equipment manufacturers and the general public, what their expectations are in relation to this decision. In addition, the objective of the survey is to gather market position on the best technical and regulatory options to be applied to ULL - ''Unbundled Access to the Local Loop''.
Upon opening the local loop of the infrastructure operated by Portugal Telecom, new operators will have at their disposal an additional direct access alternative to the final client. This alternative will join the Fixed Wireless Access (FWA) licences attributed last November, as well as a set of other functions favouring competition. This is the case of number portability, eligibility of fixed-mobile traffic (October 2000) and eligibility of local and regional calls (1 January 2001) in indirect access to the Fixed Telephone Service.
Opening the local network of the historic operator seeks to encourage competition in the Fixed Telephone Service, thus maximising consumer benefits with a wide range of services on offer, namely wide band services based on DSL technology.
