Interconnection flat rate - changes to the RIO


By determination of 23 October 2006, ANACOM approved a draft decision on changes to be introduced by PT Comunicações (PTC) to the reference interconnection offer (RIO) as regards the capacity-based interconnection (flat rate).
 
In the adopted decision, ANACOM has determined not to oppose to the proposal submitted by PTC on 25 July 2006, integrating the capacity-based interconnection modality within the RIO, except for issues which regard the deadlines of validation requests, which must be accounted for in calendar days, and to the differentiated deadlines for migration from the time-based interconnection model to the capacity-based interconnection model according to the stage of development of the offer.
 
This determination, which has been notified to interested parties so they may assess the issue within a 10-working-day deadline, was provided under decision of 17 December 2004, concerning the imposition of obligations in the wholesale markets for call origination and termination in the public telephone network at a fixed location on companies which have been designated as having significant market power (SMP) in such markets, following which the obligation to provide a capacity-based interconnection model (interconnection flat rate), in alternative to the time-based interconnection model, was imposed on the PT Group.
 
Its introduction should give operators the ability to more efficiently manage interconnection resources, adjusting them in accordance with their needs and traffic profiles. It will enable them all to offer innovative products and services and to foster the use of the fixed network, and at the end it will benefit users and also contribute to foster competition.
