NETWORKS WITHOUT FIXED STRUCTURE

CTCS (Continuous Tone Controlled Signalling):
compulsory in shared channel and in cases where for radio spectrum management reasons such measure is imposed;
STS (Sequential Tone Signalling):

LOCAL NETWORKS (STABLE)
Constitution:
One or several base stations and mobile stations; stations for remote command and interconnection with base stations may be authorised ? stations of a fixed nature, installed at well determined points and stable in time may not be moved without prior ANACOM authorisation;

semi-duplex, duplex;
Transmission type:
analogue ? other transmission types will be analysed by ANACOM on a per case basis;
Frequency bands used:
29.6-41 MHz (40 MHz),
68-87.5 MHz (80 MHz),
146-174 MHz (160 MHz),
440-450 MHz e 450-470 MHz (450 MHz);
Channel assignment:
cellular channels;
Spacing between adjacent channels:
20 kHz in the 29.6 to 41 MHz band and 12.5 kHz in the remaining bands;
Coverage area:
to be determined, based on the project plan;
Effective Radiated Power (ERP):
to be set by ANACOM in accordance with the submitted plan, with maximum 25 watts attributed;
Base station radiating system:
appropriate for the defined coverage ? when the base station is located in a border area or in cases of specific reduced coverage (non-circular), directional antennas may be imposed and the radiation sectors limited; when the channel emits in channels not previously co-ordinated with the Spanish authorities, limits may be imposed under terms of T/R 25-08E for values of the interfering field placed at the border, which should not exceed:
6 dB µV/m in the 80 MHz band
12 dB µV/m in the 160 MHz band
20 dB µV/m in the 450 MHz band
Base Station Control :
Control of the base station may be effected by one of the following alternatives:
- direct,
- remote by own radio path (fixed command station in the frequency),
- remote by radio path, via radio link in UHF,
- by mobile stations (talkthrough),
- by means made available by public operators.
Technical characteristics and conditioners with regard to command:
The fixed command station in the frequency may be installed at a maximum distance from the base station of 70 km or 35 km, depending on whether the assigned frequencies correspond to cells with radii of 60 km or 30 km; for greater distances, command should be effected by a radio link in the UHF bands, in which frequencies for eventual interconnections with base stations will also be assigned.
When the distance separating the fixed command station in the frequency from the base station is equal to or less than 10 km or 5 km (as per cell radius of 60 km or 30 km), an omni-directional antenna may be accepted for that station; above those limits and up to the distances indicated in the previous paragraph the antenna will always be directive.
The Effective Radiated Power (ERP) to authorise for remote command in the frequency will be the minimum indispensable for the connection to be made in good conditions, calculated based on the features of the land (profile), localisation and distance between stations and radiating systems. However, it may never exceed the ERP assigned to the commanded base station.
In the 29.6-41 MHz band remote command by fixed station is not authorised in the frequency.
The Effective Radiated Power (ERP) to authorise in the UHF bands for emission from fixed stations and interconnection of base stations will be the minimum indispensable for the connection to be made in good conditions.
If interruption of the ?First Fresnel Zone? is at more than 80%, then ANACOM may deny authorisation for remote command or interconnection of stations.
If the network, includes more than one base station it is recommended that remote command be effected by the connection that requires the least power.
CTCS (Continuous Tone Controlled Signalling) in emission and reception:
compulsory in shared channel and in cases where for radio spectrum management reasons such measure is imposed;
STS (Sequential Tone Signalling):
authorised, but not dispensing the protection tone under the aforementioned conditions;
Signal blocking device when channel is engaged:
compulsory for all network stations, using shared channels;
Emission time out device:
compulsory for all network stations in shared channel ? 1 minute continuous emission time for all stations; 10 second recovery time;

LOCAL NETWORKS (AMBULATORY)
Constitution:
One or various base stations with variable localisation within a pre-defined geographic area, according to specific operational needs; mobile stations installed in vehicles or portable and, eventually, fixed command station in the frequency also with variable localisation ? variable localisation is linked to the use of general channels, which enables emission in the assigned frequencies at any site within the defined area. Subsequent changes in localisation within the predefined area do not require prior ANACOM authorisation but should be reported to same in order to facilitate better intervention if there is any interference;
