The radio spectrum is a scarce resource, whose use is the repeated target of regulatory and legislative measures, at both a European and national level, aiming to regulate and discipline its use. These measures stipulate conditions governing the use of radio and other equipment which have a bearing on the spectrum's efficient use. The goal, therefore, has been to establish a set of technical rules to determine efficient use of the spectrum and define the requirements applicable to radio equipment.

It is therefore vital to have a Laboratory in Portugal with capacity to check that such equipment is compliant with the essential requirements to which it is subject when placed in the market, as well as the requirements which result from their entry into operation, in the framework of the RED Directive (Decree-Law no. 57/2017 of 9 Junehttps://www.anacom.pt/render.jsp?contentId=1411600) and EMC Directive (Decree-Law no. 31/2017, of 22 Marchhttps://www.anacom.pt/render.jsp?contentId=1410781).

The Centro Laboratorial e Normalização (CLN) contributes to the modernisation of electronic communications in Portugal, by guaranteeing the quality of equipment in the national market, taking consumer protection into account.

The CLN bases its activity on values such as ethics, integrity, transparency and impartiality, and a constant commitment to research and technological development, with particular focus on the efficient and effective use of the radio spectrum.
