O Conselho Consultivo reúne ordinariamente, por convocação do seu presidente, duas vezes por ano e extraordinariamente, por iniciativa do presidente ou a pedido de, pelo menos, um terço dos seus membros.
A primeira reunião do Conselho Consultivo teve lugar a 7 de dezembro de 2004, em Lisboa. Previamente, realizaram-se as reuniões de interessados destinadas a designar os representantes das entidades estatutariamente definidas.
