"Economist Richard Thanki released a new paper in partnership with Microsoft arguing that the economic benefits of license-exempt dynamic access to radio spectrum far outweigh the benefits of more restrictive approaches. The paper highlights how dynamic access is poised to free up spectrum in the TV bands around the globe and posits a number of relevant and important considerations for regulators.
